There is hereby created the Historic Blakeley Authority: (1) To establish, develop, operate, promote, protect, preserve, and maintain as a state historic park the lands in Baldwin County, Alabama listed on the National Register of Historic Places as the Blakeley site along with reconstructed buildings and all other present and future improvements within said sites, including, but not limited to: . . . Significant natural plant and animal life and its habitat and specifically threatened or endangered plant and animal species;
